Let me stick some spaces in some helpful places:

That better?
20120218 means 18th February 2012, and 1000 is in 24-hour clock format, IE 10:00AM
Stardates in the Star Trek universe work in an entirely different way. Wikipedia has a good explanation on how Stardates work.
Picocon is a tiny (hence the name) convention organised by Imperial College's own Science Fiction society.
